CBAM applies to EU importers of certain carbon-intensive goods—cement, iron and steel, aluminum, fertilizers, electricity, and hydrogen. These importers must report the embedded emissions in their goods and, starting in 2026, purchase CBAM certificates to cover those emissions. EU importers importing less than 50 tonnes of CBAM goods annually don’t fall under CBAM reporting obligation.
Non-EU producers (called installation operators) and exporters are indirectly involved, as they must provide emissions data to their importers. Please use our CBAM Commodity Checker to determine if your products fall under CBAM goods.
- How does a facility operator or CBAM goods exporter fall under CBAM?
While CBAM does not directly regulate non-EU facility operators and exporters, they play a crucial role in the system. They can provide accurate production emissions data to their EU importers through the official communication template or the CBAM registry. This data is essential for calculating embedded emissions and determining how many CBAM certificates the importer must purchase. In absence of specific emissions data, importers must use default values – which assume high embedded emissions per unit of products, making importers pay higher CBAM taxes at customs.
- Will CBAM affect competitiveness in the EU market?
Potentially, yes. Products with higher embedded emissions will require more CBAM certificates, increasing costs for EU importers. Cleaner production and verified data can make your products more attractive.

Using actual emissions data instead of default values can significantly reduce the number of certificates required — and your costs — if your production processes are more efficient than the global average.
